EU invests €76.3 million in cross-border renewable energy projects

The European Commission has announced the selection of three innovative cross-border renewable energy projects to receive a total of €76.3 million in funding under the Connecting Europe Facility (CEF) Energy programme. These projects aim to strengthen regional cooperation, accelerate the deployment of clean energy solutions, and support the EU’s climate and energy objectives.
The three projects selected are:
- Cross-Border Heating Network (Poland–Germany): More than €18.7 million will go towards linking the district heating systems of the twin cities Zgorzelec in Poland and Görlitz in Germany. By 2030, this will become one of the EU’s first shared heating networks powered entirely by renewable energy.
- ULP-RES Wind Park (Estonia–Latvia): With €32.5 million in funding, this project will build a large wind farm on the border between Estonia and Latvia. The new site will produce around 200 MW of clean electricity, enough to power hundreds of thousands of homes, while strengthening energy cooperation between the two countries.
- Saare-Liivi Offshore Wind Park (Estonia–Luxembourg): €25 million will support early studies for a massive new offshore wind farm in the waters off Estonia. If built, it could generate up to 1.2 GW of clean electricity by 2033, making it one of the largest in the region. The project is also linked to an agreement with Luxembourg, allowing both countries to share the renewable energy benefits under EU rules.
The Connecting Europe Facility for Energy is the EU’s main funding tool for cross-border energy infrastructure. It supports new interconnections and upgrades to existing systems, helping integrate renewable energy and ensure secure, affordable supply across Europe.
To access funding under the Cross-Border Renewable Energy Sources (CB RES) window, projects must first obtain CB RES status. This designation is reserved for initiatives that clearly involve cooperation between Member States, whether by physically linking energy systems, jointly developing renewable projects, or sharing clean energy benefits across borders. CB RES aims to contribute to the Union’s long term decarbonisation strategy, completing the internal energy market and enhancing the security of supply. The fifth call for CB RES status is currently open until 5 February 2026.
