European Commission announces €545 million package to accelerate Africa’s clean energy transition

European Commission President Ursula von der Leyen has announced a new €545 million Team Europe package to fast-track Africa’s clean energy transition. The announcement, delivered via video message at the Global Citizen Festival during the UN General Assembly, marks a major milestone in the Scaling Up Renewables in Africa campaign. This campaign seeks to raise global awareness and mobilise both public and private investment for renewable energy generation and access across Africa.

The choices Africa makes today are shaping the future of the entire world. A clean energy transition on the continent will create jobs, stability, growth and the delivery of our global climate goals. The European Union, with the Global Gateway investment plan, is fully committed to supporting Africa on its clean energy path.” said President von der Leyen.

Despite Africa’s vast renewable potential, nearly 600 million people across the continent still lack access to electricity. The new clean energy package will be key in shaping future development, strengthening regional stability, and driving climate action. Investing now in solar, wind, hydro, and geothermal power is a strategic choice that strengthens supply chains, creates up to 38 million green jobs by 2030, and makes energy systems more resilient. 

Through the Global Gateway investment strategy, the European Union is helping accelerate this transition, delivering major investments in generation, transmission, and cross-border electricity trade, while building stable international partnerships.

The new package expands Team Europe’s ongoing clean energy efforts, with projects to modernise power grids, expand electrification, and improve renewable energy access:

  • Côte d'Ivoire (€359.4m): High-voltage transmission line (Dorsale Est) to boost regional energy distribution.
  • Cameroon (€59.1m): Rural electrification for 687 communities, reaching 2.5 million people.
  • Republic of Congo (€3.5m): Expanding access to solar, wind, and hydropower.
  • Lesotho (€25.9m): Unlocking wind and hydro potential through the Renewable Lesotho programme.
  • Ghana (€2m): Preparing a large-scale solar park and enabling regional energy trade.
  • Central Africa (€3.3m): Technical assistance and infrastructure support for the Central African Power Pool (CAPP), including feasibility for the Friendship Loop cross-border transmission line.
  • Madagascar (€33.2m): Expanding rural electrification with mini-grids.
  • Mozambique (€13m): Supporting low-emission energy transition and private sector engagement.
  • Somalia (€45.5m): Expanding access to affordable renewables, promoting circular economy, and strengthening climate-resilient agri-food systems.

Developed in partnership with Global Citizen and supported by the International Energy Agency, the Scaling Up Renewables in Africa campaign seeks to mobilise commitments from governments, financial institutions, private investors, and philanthropists - whether through capital, expertise, or technical support.

It will culminate at the G20 Summit in South Africa (22–23 November 2025), driving momentum toward the COP28 goals of tripling renewable energy and doubling energy efficiency. Ahead of this, the Global Gateway Forum in Brussels in October will bring together governments, investors, and business leaders to advance concrete partnerships and financing for Africa’s renewable future.
