Portugal doubles the amount of European Funds allocated to Home Affairs / Portugal duplica o valor de Fundos Europeus destinados à área de Assuntos Internos

The General Secretariat of the Ministry of Internal Administration (SGMAI) of Portugal led, at the national level, a complicated process of negotiations regarding the Multiannual Financial Framework (MFF) for 2021-2027, for the area of Home Affairs. As a result, Portugal sees its initial budget in this area double, reaching a total of €167.8 million in European funds over the next seven years. More specifically:

  • The Financial Support Instrument for Border Management and Visa Policy (IGFV) has an initial budget of €66.1 million, which represents an increase of 231% compared to the Homeland Security Fund (FSI) Borders 2014-2020, whose budget was €20 million;

  • The FSI has an initial budget of €37.6 million, which represents an increase of 101% compared to the FSI-Police 2014-2020, whose budget was €18.7 million;

  • The Asylum, Migration and Integration Fund (FAMI) has an initial budget of €64.0 million, which means an increase of 95% compared to the 2014-2020 FAMI.

The negotiation took place during the Portuguese Presidency of the Council of the European Union. On the 14th of June, the European Council approved the final versions of the specific regulations of the IGFV, the FSI and the FAMI. The agreement places at the disposal of the European Union and the Member States a financial package that contributes to the achievement of the common objective of creating an area of ​​freedom, security and justice within the EU.

​A Secretaria-Geral do Ministério da Administração Interna (SGMAI) liderou, a nível nacional, um complicado processo de negociações sobre o Quadro de Financiamento Plurianual (QFP) 2021-2027 para a área dos Assuntos Internos. Como resultado, Portugal vê duplicar o seu orçamento inicial nesta área, que atingiu assim um total de €167,8 milhões de fundos europeus para os próximos sete anos. Mais concretamente:

  • Instrumento de apoio Financeiro à Gestão das Fronteiras e à Política dos Vistos (IGFV) regista um valor inicial de €66,1 milhões, o que representa um aumento de 231% em relação ao FSI-Fronteiras 2014-2020, cujo orçamento foi €20 milhões;
  • O Fundo para a Segurança Interna (FSI) regista um valor inicial de €37,6 milhões, o que representa um aumento de 101% em relação ao FSI-Polícia 2014-2020, cujo orçamento foi €18,7 milhões;
  • O Fundo para o Asilo, a Migração e a Integração (FAMI) regista um valor inicial de €64,0 milhões, o que significa um aumento de 95% em relação ao FAMI 2014-2020.

A negociação decorreu durante a Presidência Portuguesa do Conselho da União Europeia. O Conselho Europeu aprovou, no dia 14 de Junho, as versões finais dos regulamentos específicos do IGFV, do FSI e do FAMI. O acordo coloca à disposição da União Europeia e dos Estados-membros um pacote financeiro que contribui para a concretização do objetivo comum de criar um espaço de liberdade, segurança e justiça dentro da UE.
