EU4Health Programme enters into force

About the EU4Health Programme
After the European Parliament voted the Programme on 9 March and the European Council adopted the Programme on the 17th of March, the Commission welcomed the entry into force of the EU4Health programme on March 26th. This final stage of a long process means that an unprecedented budget of €5.1 billion will be made available to strengthen the resilience of European health systems and to promote innovation in the health sector. The Programme will help the European Union to recover from the Covid-19 health crisis by making the EU population healthier, supporting the fight against cross-border health threats and boosting the EU’s preparedness to respond in an efficient way to a future health crisis.
Goals of the Programme
EU4Health is one of the most ambitious and dedicated health programmes ever by the European Union, it ensures funding for the European health sector for the period of 2021-2027 and ensures a high level of human health protection in Europe. The Programme keeps up with the One Health approach and will have a major impact on medical and healthcare staff, patients and health systems all over the European continent.
The EU4Health Programme is the largest health programme ever in terms of budget and will provide funding to EU countries, health organisations and NGOs. EU4Health aims to:
- Improve and foster health in the EU
- Protect people in the Union from serious cross-border threats to health
- Enhance the availability, accessibility and affordability of medicinal products, medical devices and crisis-relevant products
- Strengthen health systems, their resilience and resource efficiency
The first functioning work programme will be adopted and rolled out by the Commission following consultation with Member States in the EU4Health Steering Group as set out in the EU4Health Regulation. The programme itself will be implemented by a new executive agency, the Health and Digital Executive Agency which will go into effect on April 1st.
Funding opportunities
EU4Health will invest €5.1 billion over a time period of seven years to address health challenges. Around €316 million are allocated for the first annual budget. In the following seven years, the programme will respect a number of provisions on total expenditure:
- Minimum of 20% for health promotion and disease prevention
- Maximum of 12.5% for stockpiling crisis-relevant products at Union level
- Maximum of 12.5% for supporting global commitments and health initiatives
- Maximum of 8% for administrative expenses
The programme should also contribute to mainstreaming climate action in the Union's policies and the achievement of an overall expenditure target of at least 30% of the total amount of the Union budget and the EU Recovery Instrument on climate action.
