Commission completes proposal for the 2028–2034 EU long-term budget

The European Commission has adopted a second package of seven sectoral proposals completing the framework for the next long-term EU budget for 2028–2034. These legal acts are to complete the MFF 2028-2034 proposal, and cover the following areas:
- Single Market and Customs Programme
- Justice Programme
- Euratom Research and Training Programme
- Instrument for Nuclear Safety Cooperation and Decommissioning
- Ignalina Nuclear Decommissioning Assistance Programme (Lithuania)
- Decision on the Overseas Association, including Greenland
- Pericles V Programme
Single Market and Customs Programme: with €6.2 billion, double the current funding, the Single Market and Customs Programme merges several existing initiatives into a coherent strategy. It will complete the EU Single Market, remove cross-border barriers, foster cooperation between national administrations, strengthen consumer protection, and reduce administrative burdens in customs, taxation, and anti-fraud. It also funds the production and dissemination of official European statistics, crucial for evidence-based policymaking.
Justice Programme: the Justice Programme, with nearly €800 million, will continue supporting judicial cooperation in civil and criminal matters, judicial training, and equal access to justice. It will promote digitalisation, strengthen judicial independence, and create a more efficient, inclusive, and resilient European area of justice based on the rule of law, mutual recognition, and trust.
Euratom Research and Training Programme: the Euratom Research and Training Programme will receive €6.7 billion until 2032, with a total of €9.8 billion under the MFF. Funding will support nuclear safety, radiation protection, waste management, healthcare applications, and maintaining critical sector skills.
Nuclear Safety and Decommissioning: a new Instrument for Nuclear Safety Cooperation and Decommissioning, with nearly €1 billion, merges existing tools to improve nuclear safety in Europe and beyond. The Ignalina Programme will continue assisting Lithuania in decommissioning its nuclear plant, safeguarding workers’ and public health, and preventing environmental damage.
Overseas Association: support for the thirteen Overseas Countries and Territories (OCTs), including Greenland, will continue under a reinforced instrument with almost €1 billion. These regions are strategically important EU outposts.
Pericles V Programme: the Pericles V Programme will continue fighting euro counterfeiting and related fraud, adapting to new threats and maintaining trust in the euro as Europe’s single currency.
The MFF will be discussed by Member States in the Council (unanimous vote) and require the European Parliament’s consent. Rules for the own resources system also require unanimous Council approval and ratification by all Member States. Sectoral proposals will follow ordinary legislative or specific adoption procedures depending on their legal basis.
